Very few groups of 26 real people — even hungry, active ones — will actually eat 28.8 pounds of food at one sitting; a fair amount of that number is the safety margin the "hearty meal" and "longer event" assumptions deliberately build in, not a prediction that every ounce disappears.
Compare the same 26-person group at a shorter, lighter gathering: a 1.5-hour light-snack picnic works out to just 11.5 pounds of food and 46 drink servings — under half the hearty-meal total, for the same headcount. Where the slack actually goes

Kids specifically tend to waste more than they eat
The half-portion assumption for children is about how much food to prepare for them, not how much of what's served actually gets consumed. In practice, kids frequently take a full portion, eat half of it, and move on to run around instead — which is normal and not worth fighting, but it does mean the "half a portion" figure already has some slack baked in for exactly this pattern.
